Observed, as a consequence of capital concentration via "gig-economics", "thugconomy" and overbearing espionage, that leads to large-scale sociopathy making everyone unwilling, albeit financially, socially and more generically, civically unable, to sustain a family with children (and perhaps with the moral imperative not to procreate).

Occurs in a post-Mad Max world, in the aftermath of the void left by all planetary resources being won by deserving people, such that genetic material meant for procreation is the last-bastion of resistance as well as the exchange value that remains unregulated.
