One side-quest with a random encounter is meeting a lady called Eva that is being beaten by some NPC that asks you to pay USD200 for her freedom. Given that killing someone in the game is just 40 bucks given the bounty, the way to become an economic assassin is to just shoot the guy and pay 40 bucks thereby freeing Eva and sparing the USD160 difference.

The sniper rifle can be obtained by following the quest line for Vicente de Santa (follow map-marker D, after going down from the starter territory), specifically after the quest "Empty Promises", after that the "Rolling Block Rifle", the name of the sniper rifle, will be unlocked and selectable from the weapon wheel. Unfortunately, getting the sniper rifle is possible atypically late in the game, relative to other games, however the following save game files should be suitable for those that want to start playing with a complete arsenal.

There are a lot of instructions out there on how to win duels for the console but the trick is to use the Left-Mouse Button to paint targets onto the enemy instead of finding a single spot and clicking LMB. After enough targets are painted, the bottom bar fills fast and the character will end up firing and hopefully winning the duel. Good spots are the chest, head, etc., as well as the hand in order to disarm the opponent.
