Data	Description
`type`	The type of the notification.
`notification`	The type of the notification.
`region`	The region name.
`action`	Whether capabilities (the event queue) has started (`start`) or stopped (`stop`) for the given region.

Notes

CAPs as an acronym for capabilities are a good way to determine whether grid services will be working on the current simulator such that after a teleport waiting for CAPs is good idea. Similarly, in order to be able to teleport, the simulator capabilities must be connected.
